Well to be honest that%26#039;s not going to be %26quot;easy%26quot; - part time jobs that pay decent are few and far between, and English even less. Getting a part time job in English in IT is going to be very difficult indeed though I have to warn you.
However, never say never. If I were you then look especially to call centers. A lot of (Dutch) friends worked part time in a call center alongside their uni/college courses.
There are International companies in %26amp; around A%26#039;dam, Amstelveen, Schiphol %26amp; Hoofddorp and they do employ non-Dutch speakers.
Start off with a visit to the job agencies. If you pick one area they normally locate themselves in the same street (or at least area) so you can visit them in one go. Be pleasant, dress smart casual (not jeans etc) just to show that you are serious about finding work and not that is it just lip service (so that they want invest the time for you) A job agency is an %26#039;Uitzendburo%26#039; or %26#039;Uitzendbureau%26#039;

What you can also do is check the Dutch version of Monsterboard and type %26quot;English%26quot; in the %26#039;trefwoord%26#039; (keyword) field http://www.monsterboard.nl.
What you could also try is with your college. Normally colleges that enrol foreign students have a person or dept that supports them, and I guess this won%26#039;t be the first time someone has asked, so maybe they have an info pack of something (I used to work in this role and we had info packs available) They may even have contacts or links with international companies (we had our students work for a year on the course (placement study) in companies so had a lot of links at that time)
